Why is a distinction made between rescue and evacuation?

The Federal Supreme Court defines a "rescue" as requiring a medical necessity. Evacuations for purely precautionary reasons (e.g. being stuck on a trail without any injury) do not fall under this definition in legal terms. That is why they are not covered.
